Family Karaoke Not allowed to Sell Alcoholic Beverages


•    Izin Bakal Dicabut

Pemerintah Kota Palembang akan membatasi izin penjualan minuman beralkohol. Ini sebagai upaya melindungi warga, utamanya generasi muda, dari bahaya minuman memabukkan itu. Saking protektifnya, pemerintah kota juga berencana mengurangi dan mencabut izin jual-beli minuman beralkohol tipe C dan B di tempat karaoke keluarga. Sebelumnya, minuman beralkohol boleh dijual di tempat-tempat yang ditentukan, termasuk di karaoke keluarga.

Alasan pelarangan, menurut Wakil Wali Kota Palembang Romi Herton, karena tempat hiburan seperti karaoke keluarga kerap dikunjungi orang tua, remaja dan anak-anak.

Meski minuman itu tidak diperuntukkan ke remaja dan anak-anak, kata Romi, minuman beralkohol terlarang dijual di tempat-tempat umum yang jadi hiburan keluarga.

“Pokoknya, kalau tempat karaoke keluarga tidak boleh,” Romi menegaskan.

Kendati begitu, Romi mengatakan pemerintah kota tidak akan bertindak arogan dengan langsung mencabut izin penjualan minuman beralkohol. Pemerintah kota, katanya, lebih dulu akan memanggil pengusaha maupun penanggung jawab untuk membahas masalah ini.

“Tujuannya agar mereka menyadari dan mematuhi aturan sesuai SITU (surat izin tempat usaha-red), di mana lokasi tersebut digunakan sebagai tempat karaoke keluarga,” ujar Romi.

Diterangkan Romi, ada aturan di dalam Perda No.11/2006 yang mengatur soal penjualan minuman ini. Antara lain, penjualan minuman beralkohol golongan B dan C harus di tempat-tempat tertentu, misalnya, di hotel bintang lima, tempat karaoke hotel, kafe-kafe. Minuman beralkohol itupun, entah itu golongan A, B dan C, wajib diberi stiker atau label edar.

Pengecualian di hotel berbintang lima, ujar Romi, karena hotel jenis itu termasuk fasilitas kota yang harus dijaga. Lagipula, tempat itu untuk orang dewasa.

“Nah, kalau di luar, di jalanan, minuman beralkohol golongan B dan C, tidak boleh dijual bebas,” kata Romi pula.

Minuman beralkohol, golongan B dan C, kata Kepala Bidang Perdagangan Dinas Perindustrian, Perdagangan dan Koperasi Kota Palembang, Yustianus, memang hanya boleh dijual di tempat seperti hotel dan restoran tertentu yang sudah dapat izin dari pemerintah.

Minuman beralkohol golongan B merupakan minum berkadar alkohol antar 5-20 persen. Sementara, golongan C berkadar alkohol 20-55 persen. Adapun untuk minuman beralkohol golongan A hanya berkadar lima persen atau kurang. Jenis ini dapat diperjualbelikan tanpa surat izin pemerintah.

“Pengecualian di tempat-tempat ibadah, sekolah, lingkungan masyarakat dan rumah sakit,” ujar Yustianus.

Secara terpisah, Sekretaris Daerah Kota Palembang, Husni Thamrin, mengatakan, pengurangan izin penjualan minuman beralkohol akan dilakukan secara bertahap.

“Nanti kita berkoordinasi dengan pihak terkait untuk pengurangan dan pencabutan izin ini,” ujar Husni. (why)

Romi explained, there are rules in a matter of law No.11/2006 which regulates the sale of these beverages. Among other things, the sale of alcoholic beverages category B and C must be in certain places, for example, a five star hotel, where karaoke hotels, cafes. Alcoholic beverages rose, whether it’s a class A, B and C, shall be given a sticker or label distribution.

Rp 2,9 Miliar untuk 700 Lampu Jalan

Rp 2.9 Billion for 700 Street Lights

Sebanyak 700 lampu jalan bakal menghiasi jalan-jalan di Kota Palembang tahun ini. Pemerintah kota menyiapkan dana  senilai Rp 2,9 miliar dari anggaran pendapatan dan belanja daerah untuk pengadaan lampu-lampu itu.

Semula, kata Kepala Dinas Penerangan Jalan, Pertamanan dan Pemakaman Kota Palembang Taufik Sya’roni, pihaknya merencanakan pemasangan 1.300 lampu jalan dengan usulan dana Rp 4 miliar.

“Lantaran dana terbatas, 2010 ini hanya dibatasi 700 unit,” ujar Taufik, (6/4) di Kantor Wali Kota Palembang.

Karena keterbatasan inilah, titik pemasangan lampu akan dipilah-pilah, berdasarkan survei dan permintaan warga.

“Kebanyakan kita pasang di Jalan Muchtar Prabu, Jalan Panjaitan. Karena menurut kita dua kawasan ini masih butuh penerangan lagi,” sebut Taufik.

Dia juga mengatakan, menyambut SEA Games pada 2011 di mana Palembang sebagai tuan rumah, Dinas Penerangan bakal menggencarkan lagi pemasangan lampu jalan, juga lampu hias. Lampu hias berjenis Iwak Belido itu nantinya dipasang di bantaran Sungai Musi.

“Taman-taman kota juga akan dipercantik. Ini program prioritas kita tahun 2010 ini,” ujar Taufik. (why)

Bangsa Ini Butuh Pendidikan Karakter

This Nation Need Character Education

Ada fakta yang mencengangkan dalam dunia pendidikan Indonesia. Hal ini diungkapkan Zaim Uchrowi, Direktur Utama Balai Pustaka Jakarta, saat jadi pembicara dalam Sarasehan Nasional Pendidikan Karakter, di Hotel Swarna Dwipa, Selasa (6/4), sekitar pukul 09.15 WIB.

Katanya, Indeks Pembangunan Manusia (IPM) Indonesia saat ini (2009 lalu-red) berada diurutan 111. Posisi ini menurun dibandingkan 2008 lalu yang diurutan 109 dari 182 negara.  Yang membuat miris, IPM Indonesia itu ternyata di bawah Palestina, negara yang tak henti-hentinya dilanda konflik dan peperangan.

Pemeringkatan IPM mencakup tiga komponen menentukan, yakni kesehatan, ekonomi, dan pendidikan. Dari tiga hal itu, pendidikan adalah pilar utama. Sayangnya, itu yang belum dioptimalkan oleh bangsa ini. Salah satu penyebab, belum terbangunnya karakter bangsa.

“Bangsa ini butuh pendidikan karakter. Ia harus jadi prioritas. Bila karakter kuat, bangsa akan jadi kuat,” ucap Zaim.

Yang diperlukan Indonesia kini, ujar Zaim, adalah melakukan transformasi pendidikan dan karakternya. “Kita punya
modal itu, yakni nilai luhur bangsa. Ini bisa dijadikan pijakan,” katanya.

Esensi dari pendidikan karakter adalah “olah hati”. Anak bangsa ini harus melatih lagi nilai luhur yakni kejujuran, tanggung jawab, rasa dan karsa, Zaim menyimpulkan.

Sigit Budiyanto, Kepala Bidang Pendidikan Formal Nonformal Dinas Pendidikan Provinsi Sumatera Selatan, menyebutkan ada beberapa faktor lambannya pendidikan di Indonesia bertransformasi. Antara lain, pendidikan yang masih miskin sentuhan nilai dan budaya, kering dari nilai moral, kemanusiaan dan penanaman budi pekerti.

“Dan cenderung berorientasi pada hal-hal yang materialistis, ekonomis dan teknokratis,” kata Budiyanto.

Pendidikan formal itu penting. Tapi, pendidikan nonformal, seperti pendidikan mental dan spiritual di dalam keluarga, itu kata Budiyanto, “Berpengaruh besar dalam membangun karakter bangsa.”

Pembicara lain, Taufik Wijaya, yang jurnalis dan pekerja budaya di Palembang, menekankan perlunya penanaman karakter bangsa melalui pemahaman keberagaman yang sudah ada sejak dulu.

Pada dataran teknis, Taufik mengusulkan perlunya ditambahkan ilmu pengetahuan adat-istiadat, tak hanya teori, juga praktik dan studi secara langsung, di aneka jenjang pendidikan. Tentunya dengan kadar materi yang berbeda di tiap level.

Materi ilmu pengetahuan seni dan budaya, dalam berbagai skala: lokal, nasional dan dunia, pun, menurut Taufik, layak dikedepankan dalam membangun karakter bangsa. Begitu juga dengan pembangunan perguruan-perguruan tinggi yang
mengajarkan ilmu humaniora, sekaligus pengoptimalan tenaga pendidiknya.

Tak kalah pentingnya, kata taufik, pengembangan pendidikan adat-istiadat di masyarakat, dengan  sasaran utamanya para orang tua peserta didik.

Upaya ini, “Dengan membuka kantong-kantong budaya di tingkat kampung, desa, serta dusun, serta membuka kursus-kursus umum tentang adat-istiadat,” ujar Taufik, dalam makalahnya.

Put In the Garage, Sacked, Then On Trial

Dinas Perhubungan Kota Palembang, Senin (5/4), bersama Kepolisian Kota Besar, Satuan Polisi Pamong Praja dan Komando Distrik Militer, merazia becak bermotor di kawasan Sudirman, Kol. Atmo dan Pasar Cinde.

Razia dilakukan untuk mengantisipasi maraknya becak bermotor yang kerap beroperasi di tiga kawasan itu. Menurut Kepala Bidang Pengawasan Pengendalian Operasional Dinas Perhubungan Kota Palembang Pathi Riduan, razia juga dilakukan pada becak manual dan kendaraan yang diparkir sembarangan. Kendaraan yang terjaring akan dipasang kunci roda.

Diterangkan Pathi, sebelum menggelar razia, pihaknya lebih dulu melakukan pendekatan persuasif serta menyosialisasikan hal ini ke pemilik becak bermotor.

“Bentor itu bertentangan dengan Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Tiap hari, bentor ini bertambah. Dari perkiraan kita sudah mencapai 150 bentor sekarang,” kata Pathi.

Dia menerangkan, semua kendaraan bermesin wajib punya plat nomor kendaraan dan trayek yang jelas. Sementara, pada becak bermotor, kelengkapan itu tidak ada, hanya kreatifitas dari pemiliknya memodifikasi becak.

“Dishub belum pernah mengeluarkan izin angkutan umum bagi operasional bentor tersebut. Berdasarkan teknisnya, keberadaan bentor itu ilegal dan tak boleh berkeliaran di Palembang,” ujar Pathi.

Hanya saja, saat razia itu, pihak terkait tidak menjumpai becak bermotor. “Hanya baru bisa menjaring 19 becak manual yang beroperasi di kawasan tertib lalu lintas,” sebut Pathi.

Pathi berjanji pihaknya akan tetap menggencarkan razia bagi becak bermotor di Palembang. Bila masih ada, maka becak bermotor itu, kata Pathi, “Akan dikandangkan, mesinnya dicopot dan kita lakukan sidang yustisi.” (why)

Pemerintah dan warga Kota Palembang diminta terus meningkatkan kebersihan lingkungan, terutama di kawasan pertokoan dan pasar. Soalnya, kebersihan di dua kawasan itu belum optimal. Ini dikhawatirkan akan mempengaruhi hasil penilaian Adipura yang pada Mei nanti memasuki tahap ketiga. Menurut Kepala Badan Lingkungan Hidup Kota Palembang Kemas Abubakar, dari hasil pemantauan pihaknya, kawasan pertokoan dan pasar masih terkesan semerawut.

“Beberapa pasar memang sudah dalam tahap renovasi. Hanya saja, unsur pendukung seperti sistem drainase serta penampungan sampah masih sangat kurang. Dan itu harus segera kita benahi. Masih ada kecamatan yang harus melalui analisa lebih lanjut,” ujar Abubakar, di sela-sela inspeksi mendadak pedagang kaki lima di Pasar 16 Ilir Palembang, Senin (5/4).

Pada penilaian tahap kedua, ujar Abubakar, Palembang memang masih diurutan teratas, bersaing dengan kota Jakarta Pusat. Meski begitu, katanya, hal ini tak boleh membuat pemerintah dan warga Palembang lengah.

“Persoalan pembakaran sampah, drainase, serta perairan terbuka, masih harus mendapat perhatian lebih,” kata dia.

Penilaian Adipura pada tahap ketiga ini dimulai April hingga Mei. Setelah itu, barulah pengumuman pemenangnya pada 5 Juni 2010 mendatang.

Karena itu, Abubakar meminta semua pihak untuk bersama-sama menjaga dan meningkatkan kebersihan lingkungan. Sebab di tahap inilah verifikasi akhir penilaian. Sangat boleh jadi, kata Abubakar, ada kondisi ekstrim soal penilaian ini. “Bisa meningkat dan menurun,” ujarnya.

Abubakar juga mengatakan, pemerintah kota saat ini terus menertibkan pedagang kaki lima yang kerap mangkal di pertokoan dan trotoar. Keberadaan mereka yang berjualan di trotoar bisa menimbulkan kemacetan dan mengganggu hak pejalan kaki.

“Trotoran ini merupakan ruang publik. Jadi pejalan kaki juga harus mendapat hak yang sama. Trotoar ini bukan milik pedagang,” Abubakar menegaskan.

Imbauan agar warga Palembang tidak terbuai dengan keberhasilan pada penilaian Adipura tahap kedua kemarin, juga dikemukakan Wakil Wali Kota Palembang Romi Herton.

“Keberhasilan ini harus jadi turbin pendorong bagi pemerintah dan warga untuk tetap menjaga kebersihan dan keindahan kota,” kata Romi, beberapa waktu lalu.

Pemerintah, ujar Romi, menjadikan Adipura bukan sebagai tujuan akhir. “Tapi bagaimana menciptakan kota yang benar-benar bersih dan nyaman”.

Untuk diketahui, pada penilaian Adipura tahun ini, Palembang bersaing ketat dengan sejumlah kota-kota lain di Tanah Air. Mereka, antara lain, Kota Jakarta Pusat, Jakarta Selatan, Jakarta Utara, Surabaya, Jakarta Timur, Jakarta Barat, Semarang, Tangerang, Bekasi, Depok, Bandung dan Medan. (why)
